James Cleverly says the UK must work with its "international allies and new partners" to prevent a "universal relapse into the old order where the strong prey upon the weak".
The foreign secretary says it "chills the blood" that Russia's President Vladimir Putin "is prepared to destroy the laws that protect every nation and, by extension, every person across the globe".
Mr Cleverly was making a keynote foreign policy speech at the Foreign, Commonwealth & Development Office, Report by Brooksl.
