Why Bihar Police took 21 yrs to arrest dowry death accused, asks SC

Shocked by two glaring instances of lethargy on the part of the long arm of law - a 21 year delay on part of Bihar police to arrest a dowry death accused and a 733 day delay in uploading of a Bihar HC judgment on its website - made the Supreme Court seek explanation from the state Director General of Police and HC Registrar General.
