Why did Bihar police take 21 years to arrest a man in dowry death case, asks SC

Shocked by two glaring instances of lethargy on the part of the law — a 21-year delay on part of Bihar police to arrest a dowry death accused and a 733-day delay in uploading of a Patna HC judgment on its website — made the Supreme Court seek explanation from the state director general of police and the HC registrar general.
