Ohio Department of Education reports that Public School Proficiency Tests are improving.
But a closer look reveals nothing but abysmal Math and English scores.
40% of 3rd graders cannot read or write.
Math scores in the 50% range.
And this is what they call improvements!
Horrible test results combined with massive property taxes.
