South African locals were outraged and called for action after a man was arrested on suspicion of raping a 13-year-old girl in Cape Town.
Linda Jones, a court monitor, and Venetia Orgill, an anti-femicide ambassador, both voiced their anger towards the government for failing to protect its citizens.
