Responding to the controversy that the new rules notified under the Forest Conservation Act dilute the rights of the forest dwellers, the National Commission for Scheduled Tribes (NCST) has formed an expert committee to study the subject, including the principal law granting forest rights and other issues pertaining to the STs.
