Rubbing male organ on vagina over underpants amounts to rape: Meghalaya HC

A division bench of the Meghalaya High Court has ruled that rubbing male organ on the vagina or urethra of a woman even over her underpants would still amount to penetration under Section 375(b) of the IPC and hence a commission of rape.
