Pennsylvania certifies Biden as winner of presidential vote

Democrat Joe Biden has been certified as the winner of the U.S. presidential election in Pennsylvania, culminating three weeks of vote counting and a string of failed legal challenges by U.S. President Donald Trump, state officials said Tuesday.
