Otis Williams, head of the city of St. Louis' development agency since 2013, will retire in April, with the end of Mayor Lyda Krewson's term. He said St. Louis Development Corp. will soon issue a request for proposals for a firm that will assist in finding his successor. As SLDC's leader, Williams, 73, served two mayors, Francis Slay and Krewson, and worked behind the scenes on some of the biggest projects in the region.
