Otis Williams, leader of city of St. Louis' development agency, to retire

Otis Williams, head of the city of St. Louis' development agency since 2013, will retire in April, with the end of Mayor Lyda Krewson's term. He said St. Louis Development Corp. will soon issue a request for proposals for a firm that will assist in finding his successor.
