There were 66 bias crimes and non-criminal incidents reported in 2019, a decrease from the 81 incidents reported in 2018.

And report the crimes.

In 2019 - there were 66 hate and bias crimes reported to the city of eugene.

48 were categorized as hate crimes and 18 were considered non- criminal.

But fabio andrade from eugene's office of human rights says they know that those cases are just the tip of the iceberg.

"the data we have to gather our assumptions is the national research and that is an estimation that only about 42 percent of the cases are reported every year."

Andrade says he meets people who want to share their story... but don't want to report the crime.

"that means we are victimed centered.

So we try to work with the victims and provide them with the support that we can provide and follow up and give them that information and options they can pursue."

(bridge) experts in discrimination and equality say reporting hate and bias crimes helps the community become a more welcoming and safe place.

Eric richardson, the executive director of eugene's naacp - believes that the data helps show what's actually happening in the community.

"so that when we make decisions around policy, around you know access to different people, around resource allocation.

We have good numbers."

That's why he says the city of eugene wants to hear from people.

"and make people feel like they can trust the government to hear their voice and make decisions based on that."
