Relatives of the scott county missing mother confirmed that a man arrested friday morning by georgetown police..

Was an ex- boyfriend....but he's not charged in connection to the woman's disappearance.

The arrest citation says 53 year old joseph hicks was charged with tampering with physical evidence, falsely reporting an incident, and criminal mischief.

The charges against hicks came the same day baxter went missing.

She was last seen outside her sister's house in scott county... who says baxter went outside to put a bag in her car and hasn't been seen since.

Georgetown police aren't saying if the two cases are connected.

In the next hour... we'll tell you more details about hicks' whereabouts... and what baxter's sister has to say about his arrest.

We now know a woman found dead in her bed late last night...died from a gunshot wound.

Today, police say 35 year old crystal howard was found dead on shaftsbury road around 11 last night.

Officers say it is being investigated as a homicide.

Investigators haven't released any information about a suspect yet.

We talked to neighbors today who say the neighborhood is relatively quiet..but now some say they feel uneasy....hear from them...next at 5:30.

### governor andy beshear has signed a bill... requiring law enforcement officers carry weapons when assigned to provide security at schools.

The measure won bipartisan support in the house and senate.

It's a follow-up to last year's sweeping school safety law... which did not specify whether school police officers needed to carry a weapon.

Lexington has its fourth confirmed flu-related death of the flu season.

Health officials say the victim was a person in their 30's with underlying health issues.

An infant also died from the flu in lexington this year.

The city now has 405 confirmed cases... an increase of 59 from last week.

U-s intelligence officials are issuing a new warming about russian interference in u-s elections.

They briefed lawmakers recently... saying that russia is interfering in this year's election campaign to help president donald trump get re- elected.

That is raising questions once again about whether the u-s is doing enough to prevent the kind of meddling the country saw in the 2016 election.

A kentucky woman pleads guilty to manslaughter in connection with a car crash that killed a white supremacist leader.

Emily sherry entered her plea thursday in the 20-18 death of robert ransdell.

Police say sherry was driving under the influence when she veered into oncoming traffic and hit ransdell's car in newport.

Ransdell led a white supremacist group based in cincinnati and ran unsuccessfully for the u-s.

Senate in kentucky in 20-14.

In western kentucky... a babysitter is accused of driving under the influence and speeding with six children in the car... and police say none of them were wearing seat belts.

Trooper say 18- year-old kriston talbott was pulled over wednesday on 1-65 after she was spotted going nearly 100 miles per hour.

They say three children were not in seatbelts in the back seat and another three were sleeping in the cargo space of the s-u-v.

Troopers say all of the children were under the age of five.

The state house has passed a bill to re- tool public assistance programs and tighten enforcement to prevent suspected fraud.

The measure aims to shift more people off public assistance and into the workforce.

But democratic lawmakers objected to portions they see as punitive against the poor.

The politically divisive proposal cleared the republican-run house on a 58-32 vote today.

It now heads to the senate.

A national restaurant chain will have at least two fewer locations in central kentucky.

The herald leader newspaper reports o'charley's is closing its restaurants in lexington and frankfort.

Lexington is closing its doors.

O'charley's has more than 200 locations in 17 states.

There is no word yet on when the restaurants will close.

Police in hawaii have arrested a 47- year-old mother wanted in idaho in the disappearance of her children.

Lori vallow's children... seven- year-old joshua vallow... and 17- year-old tylee ryan... have not been seen since september.

Vallow and her husband fled idaho for hawaii two months after the kids went missing.

Hawaiian authorities ordered vallow to turn her children over to them in january... but she didn't.

The jury deliberating in harvey weinstein's rape trial indicated today that it is deadlocked on the most serious charges.

In a note sent to the judge during their lunch break, jurors asked if it were permissible for them to be hung on two counts of predatory sexual assault while reaching a unanimous verdict on other charges.

Weinstein's lawyers say they would accept a partial verdict, but prosecutors said no.

Another horse has died at santa anita park in southern california.

The track says the four-year-old horse was euthanized on thursday after suffering a fracture in its right leg during training.

About 40 horses have died at the track since december 2018.

The deaths prompted officials to briefly shut down racing at santa anita last year.

Holly mcnally is credited with saving a driver from this inferno in indiana.

State police say a tanker carrying jet fuel overturned on i-70 and burst into flames.

Get this.... mcnally had just visited her newborn son connor in the nic-u moments before she spotted the wreck.

She says he was on her mind when she rushed in to help the driver.

Would you want somebody to just leave him there?"

Authorities say the truck driver is in the hospital in critical condition.

State police believe speed contributed to the crash.

L3: entertainment news white john legend stumping for elizabeth warren the singer is set to campaign for senator elizabeth warren in south carolina next week.

Legend is scheduled to appear in at least two events for the democratic presidential hopeful -- in orangeburg and charleston on wednesday.

John parks... who worked at mccracken county high school... is accused of touching a 15-year-old student inappropriately and sending him inappropriate text messages.

We now know the name of a person shot and killed after police say he broke into a spencer county home.

On thursday... state police answered a disturbance call at the home on plum creek road.

The arrived to find a man shot dead.

The homeowner says he shot kyle story after story broke into his home.

No charges have been filed against the homeowner.

Governor beshear says the state is hiring hundreds of more social workers to fight child abuse.

The governor says the plan is to add 350 more staff to help lighten the caseload of social workers.

According to the department of child services... social workers' average caseload is around 30... with some as high as 80.

The national recommended average is 15-18 cases per social worker.

And it's using tattoos to do it.

The badges of honor project takes pictures of veterans tattoos.

When they come in for their photo... they are asked to talk about the tattoo.... and why they got it.

Candace woods is the photographer.

She served in the army for about six years and says she's seen her fellow veterans really open up about their experiences through this project.

"it's really awesome to be able to work with other veterans that have tattoos and that have gone through certain traumas or certain mental health issues.

It kind of helps build a story of who they are and it really shows that we're all human."

The photos will be displayed in black and white all throughout the v-a mental health center.

About 80,000 volunteers are needed at the olympics.

Organizers say postponing the training is an effort to prevent the spread of infection.

Three coronovirus deaths have been reported in japan.

Organizers also say there is no plans cancel or delay the 2020 games despite concerns.

New numbers out show fewer people died in crashes last year.

The national safety council says about 39-thousand people lost their lives in car crashes in 2019.

That's down two- percent from the previous year... and four-percent from 2017.

The decline is partly credited to new policies in cities and states that make streets safer.... according to the council.

C1 3 austrailian boy... telling his mother he wants to die after being bullied for his dwarfism has gone viral.

And it has prompted a groundswell of support... worldwide for the boy.

The mother of 9- year-old quaden bayles posted the six-minute video, saying she wants people to know how much the bullying hurts their family.

It now has been viewed more than 19 million times.

Celebrities and athletes who saw the video are sending messages of support for quaden.

A gofundme page... started by american comedian brad williams... who also lives with dwarfism... has raised more than $140,000 in an effort to send bayles on a trip to disneyland in california.

A mcdonald's in florida suspended its vehicles-only rule for its drive- thru to serve some four-legged customers.

This is honey... and she is one of several horses who made the trip through the drive-thru.

But this isn't for show.

It's part of the training the horse undergo to become more comfortable around different people and different environments.

With the light of a match.... you can soon experience the scent of mcdonald's iconic quarter- pounder with cheese.

The company has put the scent in a candle.

Well -- six candles to be exact.

The quarter- pounder scented pack features bun, ketchup, pickle, cheese, onion, and beef votives.

The family of a missing scott county mother of three confirm an ex-boyfriend has been arrested...but not in connection to her case.

The arrest citation from georgetown police says 53-year old joseph hicks was charged with tampering with physical evidence, falsely reporting an incident, and criminal mischief in another case we reported to you a week ago on our eleven o' clock news....the same day sheena baxter disappeared.

Abc 36's alexus larson tells us more about what police say happened that night... and how baxter's sister is reacting to the arrest...in our top story at six.

Missing mother of three, sheena baxter was last seen a week ago outside this mobile home on sundown drive in scott county.

Her sister, christa crumley, says baxter went outside to put a bag in her car...saying she would be right back...she hasn't been seen since.

"this ain't like her.

This is not normal."

Friday morning... her sister says baxter's ex-boyfriend joseph hicks was arrested.... but police aren't saying his arrest is connected to baxter.

The charges against hicks...came the same day baxter disappeared.

"it's making me think and wonder.

I'm not going to lie."

According to the police report, hicks was found here with an apparent gunshot wound to his wrist.

Police say hicks told them a man approached him and shot him in a walmart.

After reviewing the security tapes ... and talking to witnesses... police say it didn't happen...that hicks made the story up.

"i just want to know at this point."

The report says after further investigation... police learned hicks was inside a semi at phoenix trucking prior to the reported shooting.

The report also says police found the truck and found damage from a bullet inside.

Two days later... the report says hicks was caught on camera... trying to clean potential evidence from the truck.

"there's so many thoughts going through my head don't think i haven't thought of every single person that i can think of."

Crumley says her sister dated hicks for about a year.

Court documents show baxter had protective orders against him on two separate occasions in 2018.

"i mean, we're looking at it."

"baxter's sister says she's taking everything into consideration and is hopeful police will be able to bring her sister back home."

"help us find her, bring her home."

Lexington police say a woman found dead in her bed...died from a gunshot wound.

Abc 36's monica harkins reports officers are investigating her death as a homicide.

### "monica:the coroner confirmed friday crystal howard was shot and killed.

She was found here in her home on shaftsbury road thursday night."

Police say they arrived to 35 year old crystal howard's house around 11.

Investigators say she was found dead in her bed.

The house is on shaftsbury road off east new circle and meadow lane...near a kroger.

Neighbors say it's a relatively quiet area.

Robin carter just moved to this street less than 6 months ago..but this has her considering moving.

"we are people who don't really worry if the door is locked or not, only at night., you know, cause uh you know we don't worry about that.

It's been pretty calm and stuff but they're going to be locked now, we've already made that decision this morning."

Carter also says it's scary, but can happen anywhere.

"monica: lexington police haven't released any information about a suspect.

### governor andy beshear has signed a bill... requiring law enforcement officers carry weapons when assigned to provide security at schools.

The measure won bipartisan support in the house and senate.

It's a follow-up to last year's sweeping school safety law... which did not specify whether school police officers needed to carry a weapon.

Lexington has its fourth confirmed flu-related death of the flu season.

Health officials say the victim was a person in their 30's with underlying health issues.

An infant also died from the flu in lexington this year.

The city now has 405 confirmed cases... an increase of 59 from last week.

We now know the name of a person shot and killed after police say he broke into a spencer county home.

On thursday... state police answered a disturbance call at the home on plum creek road.

The arrived to find a man shot dead.

The homeowner says he shot kyle story after story broke into his home.

No charges have been filed against the homeowner.

A former kentucky high school fishing coach has pleaded guilty to charges of sex abuse and child pornography.

John parks... who worked at mccracken county high school... is accused of touching a 15-year-old student inappropriately and sending him inappropriate text messages.

In western kentucky... a babysitter is accused of driving under the influence and speeding with six children in the car... and police say none of them were wearing seat belts.

Trooper say 18- year-old kriston talbott was pulled over wednesday on 1-65 after she was spotted going nearly 100 miles per hour.

They say three children were not in seatbelts in the back seat and another three were sleeping in the cargo space of the s-u-v.

Troopers say all of the children were under the age of five.

The state house has passed a bill to re- tool public assistance programs and tighten enforcement to prevent suspected fraud.

The measure aims to shift more people off public assistance and into the workforce.

But democratic lawmakers objected to portions they see as punitive against the poor.

The politically divisive proposal cleared the republican-run house on a 58-32 vote today.

It now heads to the senate.

Governor beshear says the state is hiring hundreds of more social workers to fight child abuse.

The governor says the plan is to add 350 more staff to help lighten the caseload of social workers.

According to the department of child services... social workers' average caseload is around 30... with some as high as 80.

The national recommended average is 15-18 cases per social worker.

A special project through the v-a in lexington is helping veterans work through trauma.

And it's using tattoos to do it.

The badges of honor project takes pictures of veterans tattoos.

When they come in for their photo... they are asked to talk about the tattoo.... and why they got it.

Candace woods is the photographer.

She served in the army for about six years and says she's seen her fellow veterans really open up about their experiences through this project.

"it's really awesome to be able to work with other veterans that have tattoos and that have gone through certain traumas or certain mental health issues.

It kind of helps build a story of who they are and it really shows that we're all human."

The photos will be displayed in black and white all throughout the v-a mental health center.

He's both blind and deaf... which made his first owner give him up.

Willow was rescued from a puppy mill...his disabilities caused by poor breeding.

The thing with dogs is they forget and they also forgive.

Despite a difficult start to life...willow still wants to work.... jumping in car-door?

... but his job, isn't typical, like herding sheep.

He's a therapy dog.

Awe you so pretty willow visits nursing homes.

"oh my gosh as soon as willow walks in their faces light up and smiles just like it makes me smile right now just thinking about em."

He also joins after school programs, so kids who struggle with reading aloud...can practice on him with no judgment.

I think he gets it...things don't come so easily to him, either.

'it helps them build up their confidence and gets them encouraged to read and develop better reading skills."

One of willow's best buds?

A purple heart world war two veteran... willow visits at home.

"you make me so happy.

So happy."

He can't see..

Or even hear... how happy he makes people..

Which shows he doesn't do it to be praised.

"he's just a great dog."

But something tells me he knows just how much of a difference he's making in their lives... whether it's an eight year old kid who struggles reading... or a 96 year old war vet who's in and out of the hospital.
