"Europe has to develop an appetite for power," says the EU's Borrell.

European Union governments need to be willing to intervene in international crises or risk prolonging paralysis in their foreign policy, the EU's top diplomat said on Sunday (February 16).

"Europe has to develop an appetite for power," says the EU's Borrell.

Divided on issues from Libya to Venezuela, the European Union is failing to speak with once voice because its policy-making requires consensus among its members.

That's the view of the EU's Foriegn Policy Chief Josep Borrell speaking at Sunday's Munich Security Conference (February 16) (SOUNDBITE) (English) EU'S FOREIGN POLICY CHIEF, JOSEP BORRELL, SAYING: "Europe has to develop, what I can say, an appetite for power, the willingness to act.

To really act, not to be doing comments and saying every day that we really are concerned, very much concerned, extremely concerned.

We should be able to act." Borrell feels European Union governments need to be willing to intervene in international crises or risk prolonging paralysis in their foreign policy.

He went on to also stress to the leaders, lawmakers and diplomats that did not only mean military power.

The EU has struggled at times form a unified message in response to recent issues, including President Trump's plan for the middle-east peace process.
