Another setback for the president and his push to slow the flood of immigrants, after a U.S. judge on Monday halted the Trump administration's policy of sending some asylum seekers back across the southern border to wait out their cases in Mexico.

(SOUNDBITE) (English) U.S. PRESIDENT DONALD TRUMP SAYING: "And the asylum program, is a scam." Because of limits on how long children are legally allowed to be held in detention, many of the families are released to await U.S. immigration court hearings, a process that can take years and is better known as "catch and release." The Trump administration in January started sending some migrants to wait out their U.S. court dates in Mexican border cities, a program the Department of Homeland Security was planning to expand.

The ruling comes amid a major shake-up of senior officials at the agency, which is tasked with securing U.S. borders.

This week, Trump - unhappy with the state of immigration at the border with Mexico - asked for the resignation of DHS Secretary Kirstjen Nielsen.

This as CNN reported on Monday that Trump told his border agents not to let migrants into the United States.

The report, citing two sources, said Trump ordered border agents to tell asylum seekers the U.S. does not have the capacity.

Border agents were reportedly later told to follow the law.

Trump's immigration policies have been repeatedly blocked by judges since he took office.

Monday's ruling is slated to take effect on Friday and will apply nationwide.
