Armenia and Azerbaijan agree on new cease-fire in Nagorno-Karabakh

Armenia and Azerbaijan have said they agreed to a "humanitarian truce" starting at midnight local time. The announcement comes after Azerbaijan said 13 civilians were killed by Armenian shelling.
