Weeks after Maria, much of Puerto Rico without water or power

House Speaker Paul Ryan will lead a delegation to hurricane-ravaged Puerto Rico Friday. The visit comes one day after the House passed a $36.5 billion disaster aid package. It includes $4.9 billion in community disaster loans to help Puerto Rico. David Begnaud reports from San Juan.
